Research, innovation, Erasmus and the migration crisis represent the main priorities of the 2017 EU budget. 

''The European budget is divided in two types of budget line. The commitments represent the first type which includes the legal promises to spend money on certain projects. The payments are the money that EU actually expects to pay in a given year. The Member States' draft budget contains a 7% decrease in payments and a 0.9% increase in commitments compared to the 2016 EU budget.''

According to the Member States, security in the EU should be enhanced through nearly 750 million euros in payments.
