Not a too small number of people argue that heavy investments in research and development are a way to boost limping economies.

In how far does the data from 2009 reflect the spending cuts in these areas in crisis-battered regions? Why is Italy doing so surprisingly little? Or isn't it surprising?

One could also ask: Why is R&D in some regions seemingly being given a higher priority than in others?
