According to this infographic, labour costs are very different across the European Union.

In 2013, the maximum labour costs per hour were recorded in Sweden, where the average was €40.1, followed by Denmark (€38.4), Belgium (€38.0), Luxembourg (€35.7) 

The average labour cost of the EU was €23.7.

The lowest labour costs were recorded in Bulgaria, with only €3.7 per hour.
