As the UN Drugs Report 2012 shows, there is an increasing trend of illegal drug use in Eastern Europe, while the West and Northern regions are stable, or even decreasing. Spain, the one exception, is still on an ascending trend though.

One main conclusion is that the "treatment and rehabilitation of illicit drug users are more effective than punishment".

According to the report, illegal drugs kill around 200,000 people a year, compared with 2.3 million alcohol-related deaths and 5.1 million tobacco deaths.
